It passed on commissioning day: Los Angeles's methane detectors and the one night they have to work

A methane gas detection system in Los Angeles gets witnessed once, the day it goes in. The sub-slab sensors read clean, the control panel shows green, the ventilation fans spin on the test, and the central station logs the signal that says the chain is alive. Everyone signs off on the certificate of occupancy and leaves. Then the system is asked to do nothing at all, correctly, for years.

Which is the strange assignment at the center of low-voltage life-safety work. The system that has to perform is the one nobody has any reason to think about, right up until the night it has to think for them. That night might come once in the building's life. It might not come at all.

The requirement exists because the ground under these neighborhoods is not inert. On the afternoon of March 24, 1985, methane that had risen from the old Salt Lake Oil Field collected in an auxiliary room of a Ross Dress for Less in the 6200 block of 3rd Street, near Ogden Avenue in the Fairfax District, and a spark from an employee punching a timeclock set it off. The blast tore the roof off the store. Twenty-three people were hurt. No one was killed.

The city's answer was not only a barrier under the slab. It mapped roughly 400 blocks over the field as a High Potential Methane Zone and later required every structure in it to carry a methane detector, so accumulating gas would announce itself before it reached an explosive concentration. Ordinance No. 175,790, adopted by the City Council on February 4, 2004, set the modern rules down as Division 71 of the building code. New construction inside a methane zone or its buffer has to test the soil gas and install the required mitigation before the Department of Building and Safety will issue a certificate of occupancy.

A system, not a barrier

Division 71 sorts a site by how much methane the soil gives up. At the lowest level the fix is passive, a vent layer and a membrane, nothing that draws power. Higher levels are different. There the code assembles an active system from a named set, sub-slab system, gas detection system, mechanical ventilation, alarm system and control panel, and at those levels the supervised chain that senses, signals, and dispatches is code-mandated, not an occasional upgrade (the membrane is still down there, sealed and detailed by the below-grade trade, but it is the passive half now, not the thing anyone is counting on to speak up).

On the night gas actually rises, the membrane does nothing anyone would notice. The chain is what wakes somebody up.

The night nobody put on the schedule

Every part of that chain works on commissioning day. That is what commissioning day is: the one occasion the whole system gets driven end to end while someone watches, sensor to panel to fan to the central station and back. The witnessed test is real evidence. It is evidence about the day of the test.

What it does not test is the ordinary Tuesday two years on, when nobody is watching and nothing is wrong. Which is most of the system's life, and the only condition that finally matters.

A catalytic-bead sensor drifts and starts reading low. A ventilation fan sits on a breaker somebody tripped in the spring and never went back to reset.

The panel loses supervision when a circuit dies quietly in a closet. The monitoring contract lapses in a building-management handover, and the central station stops listening.

None of these failures announces itself. A drifted sensor looks exactly like a working one, right up until the morning it has to read a real number and reads it late.

The number it is watching for is fixed in the code. Remedial action is required when methane reaches 25 percent of its lower explosive limit, which for methane means 1.25 percent by volume in air at ordinary temperature and pressure, 12,500 parts per million (methane itself does not burn until 5 percent by volume, so the threshold sits well under the concentration that will actually burn, which is the entire point of a detector, to speak while the room is only getting dangerous, not once it already is).

The person who finds out is not the integrator who built it. It is the building engineer who takes the call at 2 a.m., or the fire department that rolls to a low-voltage signal off a supervised panel, on the one night the system stops being paperwork and becomes the reason someone reaches the room before the gas fills it.

Tested by an electrician, once a year

The city does not leave that to chance. This is the part where the code stops being wry and gets exact. Los Angeles reserves the testing of a methane gas detection system to an electrical contractor. Under the Fire Department's Chief's Regulation No. 4, the person who signs the test carries a Certificate of Fitness and holds, or works for a company that holds, a C-10 Electrical Contractor's License, qualified on Central Station Signaling Systems, because the panel is a supervised device that dispatches, not a standalone beeper.

The certificate is renewed every year. Division 71 requires the detection and ventilation system to be tested annually and kept in proper working condition for the life of the building, by a person holding that Certificate of Fitness, under Fire Prevention Bureau Requirement No. 71.

The regulation spells out what that person has to know, and the list reads like an inventory of every place the chain can fail: L.E.L. levels, catalytic bead and infrared sensors, alarm panels, system supervision, dispatch protocols, sequence of operations. That is the annual test's whole job. Prove on a scheduled afternoon that the system can still do the thing it was built for on an unscheduled night. The engineer who has to trust it the other 364 days is trusting that afternoon.

Someone accountable at every link

Here is the part that holds, because an article that only names failure points is describing a problem nobody actually built. A methane detection system done right is a supervised chain with a name attached to every link.

The sensor is on a calibration schedule. The panel watches its own circuits and reports a dead one instead of going dark. The central station is under a live contract and answering. The annual C-10 test happens and gets documented, and the building engineer can find the panel in the dark and tell a real alarm from a nuisance trip.

That is not a high bar. It is a bar somebody has to keep clearing, every year, in a building where nothing has gone wrong yet.

The work does not stop at the certificate of occupancy, which is the part the permit record makes visible. A new building filing inside a methane zone is a detection-and-alarm job with an annual test attached, the same way a remodel that crosses a threshold quietly becomes fire protection work with a sprinkler scope nobody quoted. It is settled on one occupied night, years from now, when methane crosses the line in the code and a panel in a closet decides whether to wake the building engineer and call the fire department.

Nobody schedules that night. The engineer gets there before the gas does, or finds out the sensor drifted. On a Tuesday.
