Fifty-two years from the specification to the crisis: Beverly Hills wrote its street trees down
Beverly Hills put magnolia, camphor and Canary Island date palm onto its streets in 1932, and the plan its Council adopted ninety years later schedules a portion of those same species for removal every year across twenty years. The lag between the year a species is written into a document and the year somebody has to undo it outlasts everyone who signed the document, and the establishment watering falls to the property owner who never chose the tree.

The trees on that sheet are listed with the mature spread they reach on a clock measured in decades, and a naturalized parrot population present in urban Orange County since the early 1970s was already there when the sheet was written.

Cedar and redwood shakes come off Pasadena's Craftsman bungalows grey and split along the grain, and the statute governing what goes back on keys to a five-year weathering test rather than a fire rating. The Conservation Plan adopted June 16, 2025 does not attach its review to the reroof; it attaches to a change of material or installation pattern.

A bulkhead cap on Balboa Island is a single pour of concrete that will hold one elevation for as long as it stands, in a line of walls poured to three different requirements so far, with a fourth already written. Newport Beach fixes that elevation by the year the permit issues, and on January 1, 2026 the required crest stepped from 10.9 to 11.0 feet NAVD88.

That same code prescribes membrane materials and thicknesses for a basement floor and prescribes none for the deck over a lobby, which leaves the sheet, the flood test and the leak scan to whoever writes the specification.
