Fifty-two years from the specification to the crisis: Beverly Hills wrote its street trees down

Beverly Hills put magnolia, camphor and Canary Island date palm onto its streets in 1932, and the plan its Council adopted ninety years later schedules a portion of those same species for removal every year across twenty years. The lag between the year a species is written into a document and the year somebody has to undo it outlasts everyone who signed the document, and the establishment watering falls to the property owner who never chose the tree.

The trees on that sheet are listed with the mature spread they reach on a clock measured in decades, and a naturalized parrot population present in urban Orange County since the early 1970s was already there when the sheet was written.

A waterproofing membrane over occupied space is examined once and then covered by drainage, insulation, growing medium and planting that the 2025 California Building Code counts as dead load and requires computed twice, saturated and dry. That same code prescribes membrane materials and thicknesses for a basement floor and prescribes none for the deck over a lobby, which leaves the sheet, the flood test and the leak scan to whoever writes the specification.
