270 Feet, With Conditions: The Mass Timber Height Ladder in California's 2025 Code

Tall mass timber did not just become legal in California. It has been legal since July 1, 2021. Five state agencies adopted the tall wood provisions early, as a supplement to the 2019 code, a full cycle ahead of the model code they came from. The proof building already stands. 1510 Webster in Oakland topped out on August 2, 2023, at 19 stories and 187 feet. So the live question is not whether wood can go tall. The question is where the table says it stops.

The table lives in Chapter 5 of the 2025 California Building Code, in force since January 1, 2026 and built on the 2024 IBC. Two tables, really. Table 504.3 grants height in feet above grade plane. Table 504.4 grants stories. Between them they draw the ladder.

Read the Group B office column, sprinklered throughout. Type IV-A: 270 feet, 18 stories. Type IV-B: 180 feet, 12 stories. Type IV-C: 85 feet, 9 stories. Traditional heavy timber, the old IV-HT, holds the same 85 feet but only 6 stories. Ordinary protected wood framing, Type V-A, stops at 70 feet and 4 stories. That is the whole ladder.

A single horizontal line is drawn across all five columns at 65 feet, marking where every Type IV column lands with no NFPA 13 system: 65 feet and 5 stories, whatever the type. The tall columns are drawn above that line in a lighter tone to show how much of each height the sprinkler system is carrying.

Now the condition, and it is not fine print. The S on those rows means a sprinkler system installed throughout per Section 903.3.1.1, the full NFPA 13 system. The lighter residential systems in the same legend, S13R and S13D, unlock none of it. The NS row is where the ambition goes to die. Without sprinklers, every Type IV column reads the same: 65 feet, 5 stories. The 270 is not a property of the wood. It is a property of the wood plus the water.

Apartments carry one more wrinkle. Group R-2, sprinklered, in the rows the table labels without area increase, keeps 270 feet and 18 stories in Type IV-A. Type IV-C drops to 8 stories there, not 9. The eighteen-story headline survives for housing. It just drags its conditions with it.

Height is bought with cover. Section 602.4 sets the price. Type IV-A is the wrapped one: noncombustible protection on the interior face of every mass timber element, contributing not less than 80 minutes, 40 minutes on the exterior faces, and at least an inch of noncombustible material on top of every timber floor. You get to build the tallest wood structure in the state and you barely get to see the wood. Type IV-B trades height for exposure. Type IV-C strips the cover entirely. Its mass timber elements are permitted to be unprotected, and it pays for that at the table: 85 feet, 9 stories, done. Above 12 stories or 180 feet, interior exit stairs and elevator shafts must be noncombustible no matter the type. Table 601 stands behind all of it, with a 3-hour primary structural frame in IV-A and 2 hours in IV-B and IV-C.

The 2025 cycle moved exactly one of these numbers, and it moved toward the wood. Under the 2022 code, a Type IV-B ceiling could show bare mass timber over 20 percent of the floor area. The 2025 code raised that to 100 percent. All of it. Walls hold at 40 percent, unprotected portions at least 15 feet apart, and columns or beams not built into a wall or ceiling may stay bare with no area cap at all. A twelve-story building with every ceiling reading as wood is now a prescriptive answer, not a variance request.

These numbers were not negotiated into the code. They were burned into it. The ICC board formed its Tall Wood Buildings committee in late 2015, at the American Wood Council's request. In 2017 five full compartment fire tests designed by that committee were run at the ATF Fire Research Laboratory, on a two-story mass timber structure furnished as one-bedroom apartments. Peak heat release in the first three tests hit 23 megawatts. All 14 of the committee's code proposals passed into the 2021 model code. The tests leaned on the material's oldest behavior. Thick wood chars. The char layer insulates the section beneath it and slows the burn to something an engineer can size a member around. That is a description, not a design value, and this post will not invent one.

The code is just as literal about the material itself. Cross-laminated timber is at least three layers of lumber, cross oriented, bonded into a solid element. Section 2303.1.4 requires every CLT panel to be manufactured and identified to ANSI/APA PRG 320, and Section 602.4 wants the label on it. Mass timber is not a brand. It is a cross-section dimension with paperwork.

Oakland already ran the full-scale experiment. 1510 Webster stands 16 stories of mass timber over a concrete podium with a steel penthouse on top, 19 stories and 187 feet all in, point-supported mass ply columns, 222 rental units by WoodWorks' count. WoodWorks calls it the first prescriptive Type IV-A building in the United States. Webcor, whose timber crews erected the structure, reports floor cycles that fell as the building climbed: four days on levels 4 through 8, three days on levels 9 through 17, two days on the last two. Webcor also says the structure went up in nearly half the time and with half the labor concrete would have needed, and landed 31 days ahead of schedule. Those are the builder's own numbers. The date is plainer. The final floor went up August 2, 2023.

For a structural contractor in Southern California, the ladder reads like a market map. Every rung is a building type somebody has to erect, and erecting panelized timber to factory tolerances is still a scarce skill. A lighter frame also draws lower seismic demand, since earthquake force scales with mass, and that argument never stops mattering here. How many timber projects are coming to the region is not a number anyone can source yet. The permit record is where they surface first, as new commercial and multifamily structural filings, while the framing system is still being chosen.

The material did not change. The number printed next to it in a state table changed, twice now, once in 2021 when California moved a cycle early and once in 2026 when the IV-B ceilings went bare. Wood is bounded by that number, and the number is bounded by the sprinklers. 270 feet, with conditions. The conditions are the whole trade.
